You'll probably also want to document all the vendor-specific programs you might have installed on your current laptop. Laptops usually have extra programs for managing their hotkeys and other things that aren't included in a vanilla install of Windows, so you'll need to download all the installers for those programs before you start over, or you may find that your laptop has fewer features than before. You may also need to find all the special drivers your particular laptop may need, as a normal OEM copy of Windows may not be able to fully support a laptop's hardware using Microsoft's default drivers.

First of all try to disable the power saving. Control Panel > Power Management > Balanced > Change plan settings > Change advanced power settings > change ballanced to high performace. You could also find there your GPU settings if they are there crank them up too. (notice your battery life will be much shorter).
You might also want to check if there is no option in the bios to make your dedicated GPU be used as main.

Offten PCs will turn it off to save power and regular games recognize this (same goes for drivers) but Dolphin isn't a game so it doesn't recognize it as a software to utilize dedicated GPU. On some PCs disabling power saving will set dedicated GPU as the main one globaly.
