By Manually sync you mean regenerate Wii NAND in a build with a portable.txt
and it works for exactly one run, and then you have to regenerate it again?

That sounds super inconvenient and way harder for the average user than just continuing to use 4.0-652
No, I mean one person send the others a copy of their NAND, put it in a folder with the portable.txt, and then go. No need to regenerate each time.
But isn't sharing NAND illegal?

That depends on what's in the NAND. If it's just Dolphin's default NAND and maybe a few savefiles, there isn't really any issue. If there's a bunch of IOSes and VC/WiiWare games in there, then it starts being illegal.
By syncing NAND, it means the Wii and Cache folder. As long as those were just generated by Dolphin, then there isn't a problem.

The DC netplay branch didn't sync these so much as it just disabled the Wii folder for the duration of the netplay session, which prevents certain Wii games from working.
DC-netplay disabled the NAND completely for Dolphin period.
