Why oe the forum moderators don't put a warning in the "New Thread ..." page, at the top like this :
NO DOWNLOAD TALKING! (READ THE RULES HERE (the url for the rules page) )
this should prevent any noob with download talking.
put this too in user's register page.
This has been brought up of several occasions, but ChaosCode is still Oblivious to do the Deed.
It needs you to have some HTML knowledge and more free time (I have both, but I don't have any FTP access). It's all up to admins.

I no longer have access to the ftp for the website as of about 9 months ago so I can no change the website anymore then you guys. I'm never "Oblivious" Diddy Kong, well unless its your mom and I put it on her face
I think it can be through ACP of forum, you just need to edit template and add this text

, just have to go to the templates page and under "{current theme template}->member templates" you'll see "member_register_agreement"

Nope, and if you don't beleive me, you just need to check out Emucraze, I've added some text and links by myself (see "Files") without any FTP access to it.
