I currently have an i7 2600k at stock speed, 16 GB of ram, and a EVGA GTX 780 superclocked(NOT a ti version). I'm keeping the same ram and video card for now and I'm just upgrading my motherboard and processor. I already bought the i7 4790k and am awaiting it's arrival. I already can run most games very well at 3-4x IR with some AA. Do you guys think I will notice any difference with my CPU upgrade or will I have to upgrade my GPU to notice a difference?

Unless you are getting this 4790k + MB for an unbelievable bargain then I would cancel the order and rethink where your money could be best spent.
I plan to upgrade to a GTX 980 in the not too distant future. I wanted to do the CPU upgrade first because I hear for Dolphin the CPU is more important than the GPU.

2. Did you run the Unofficial Dolphin Benchmark with your current CPU?

Yes I use the latest development version and also the Ishiiruka version. I use the latest development version more though because on my computer Dolphin runs alot better on borderless and Ishiiruka does not have a borderless option on OPENGL. I have not run the benchmark with my current cpu.
It would be great if you could run that benchmark with your current CPU (to see how a SandyBridge CPU compares to the other benchmarked CPUs)...
...and then run the benchmark again after upgrading your CPU.
OK I will do that, from what I've gathered my current CPU should be around 11 minutes and the 4790K at around 7 or 7.5.

No, those are results from the old (OFFICIAL) benchmark.

This is a *new* (UNOFFICIAL) one based on a recent dev build.

Providing that both cpu's are at stock clocks you will see a big speedup everywhere. Haswell is at least 30% faster clock for clock in dolphin compared to sandy bridge and if you add the increased clocks, i wouldn't expect anything less than 50% performance increase across the board in dolphin (and i am being conservative).
Intel will release Broadwell and Skylake this year. I would wait for Skylake, because it may give a big speedup compared to Haswell (rumors say about 20% increase in IPC).
I could have waited but then again there's always something new on the horizon so if you keep waiting for the next big thing you'll never buy anything. I went ahead and ordered an MSI GTX 980 Gaming today also, should keep me happy for a while.
