Hello everybody, Im new in dolphin and building pc, after some research I came with this:

I want the HTPC to play movies and emulators (dolphin), it has to be compact and I already have the GPU wich is the on listed. Can anyone help me or it is ok? thanks you!

You might not need that cooler, as the stock cooler the G3258 comes with is designed to cool much more powerful chips such as the 4790K, which produce much more heat than an overclocked G3258.

It's also possible that the case is a little on the pricey side - when it's the most expensive component in you're machine, it usually means you're overdoing it.

If you want an aftermarket cooler, the Hyper 212 EVO is more than enough. You can even go stock if you want.

Also, don't buy an itx case with a pre-installed power supply. Get something like the Cooler Master 110, 120, or 130 and then buy an EVGA power supply.

There's definitely not enough room in that case for a 212 Evo if the reviews I'm reading are right.
How small do you want the case to be? I would consider getting the CM 110 instead of the 130, or even a smaller case than that.
Don't bother with the 212 evo, it's big and unecessary. I think your original choice of the noctua L9i was the perfect choice for overclocking the cpu while maintaining silence in a small build.

An aftermarket cooler yes, you still need a cooler XD

You always need a cooler, but the stock cooler is fine, even for OC'ing up to 4.4 Ghz
