So today I found out that the Y40-70 (which I had changed my order from, to Y40-80) has the i7-4510U (2.0 GHz) and it's Turbo Boost speed is 3.1 GHz, whereas the Y40-80 has the i7-5500U (2.4 GHz) and it's Turbo Boost speed is 3.0 GHz.
I know that the 3.1 GHz vs. 3.0 GHz difference isn't noticeable, but does the base 2.0 GHz vs. 2.4 GHz matter when running Dolphin?
How does a processor decide whether or not to "Turbo Boost" when running a resource-intensive game?
Did I make the right choice by changing my order?

ULV CPUs are always underclocked when gaming ...

Dude stop panicking. The i7-5550U will be able to boost for longer then any Haswell ULV at the same TDP.
