If it's still a $200-400 CPU, then it's $200-400 of lots of cores that are pretty slow by modern standards (Haswell's probably 50-60% faster clock-for-clock than what you have). Because the Wii only has two main chips, Dolphin can only run on two cores maximum, so you're only able to use two out of your lots of slowish cores.

Your CPU is still pretty good for things like video editing, as that can use all your cores, which is why it's shown as maxed out in task manager when you're doing that.
