I am sorry for doing this, im not a computer genius. Im more of a Coder not a Builder.
But my rig is able to play some of the newer games out that are hard to run on the highest settings without lag. For example Battlefield 4 and 3. Notoriously hard games to run on Ultra, but I am EASILY able to do this. And even record it.
Another example is the new Tomb Raider 2014. This is known to be quite hard to run but i can run it on Ultimate everything on Ultra high graphics and V-Sync to be perfectly at 60fps.
I apologize once again for quoting "Games that are hard to run, but i can run them on my rig." But i am not good with the hardware inside computers XD I am a software coder by day. (As in, learning it in school) and a gamer by night XD
I thought I had mentioned this before, but Dolphin performs differently than PC games. PC games rely on the GPU, Dolphin relies on single threaded speeds on the CPU on only two cores. like
tential said, for Dolphin your CPU is worse than an i3, its actually as far back as 2nd gen i3's.
And why are you still running such an old build of Dolphin? Haven't I told you to use the latest dev build?

Sorry! I just had a problem with my computer so I was unable to reply! But at the time of my profile being created that was the correct version of dolphin when i downloaded it. I even when to the link that you gave me and it was the exact same version. Maybe i got a dodgy download or something :l. Now that my computer is fixed (Now running Win 8 so everything is deleted :l) Ima reinstall Dolphin and see if it works!

Do you have any type of OC on your processor? The FX-8350 is not really a great choice of a processor considering other processors available. It's only saving grace is overclocking.
Of course, see how Dolphin works after the reinstall. There have been a lot of optimizations to Dolphin's dev builds after all.

Using the power of Guesstimating, i guess the OC means Overclocking? If so, no i dont :l Well at least i dont /think/ so. I bought this computer kinda premade and stuff. I dunno if the previous owner overclocked it in anyway.
After finally downloading LOZ:TP and trying it out. It seems to work, although i havent really tried playing much of the game. It's pretty late over here at the moment 1:36am and im too tired to be replaying half of LOZ TP again. Lol, but atm it does seem like its working fine

Tomorrow, i will try and go to the Hyrulian field or something or Goron Mines and see what happens!

The FX-8350 is the best "low end" processor". It's not even faster than an i3 in most cases or even a $70 Pentium Anniversary Edition CPU in most cases for gaming. If you didn't pick this processor up at a steep sale price, it isn't worth it. If you didn't OC it to a max possible OC? It's basically a waste.
The GTX 750 Ti is well... a joke for any serious gaming rig, but it does job for Dolphin. Tons of more powerful choices in its price bracket as well, but well... PC Gamers rarely make the best hardware choices.
So this issue is most likely two issues combined.
First, Hyrule field is one of the most CPU heavy areas in the game that gets worse as the game progresses. Considering the FX-8350 is slower with a maximum overclock than the current 4770k processor I'm using, I wouldn't be surprised if you see games slow down. Dolphin Emulator likes Intel's Haswell Processors best so if you want the best from your CPU, you need one of those processors.
Second, you're running videos in the background while doing this. This isn't a 100% no go, but it's just a variable. If your FX-8350 doesn't have cores dedicated to ONLY Dolphin.exe and things are being executed on those cores, then that can cause a dip. I know for me personally, certain sites/videos have no issue playing for me while others I have massive issues playing, but my experience on video playing isn't that accurate with modern rigs since I don't use my gaming rig to web browse.
This isn't to say "OMG the FX-8350 is horrible!" For you, it probably works well, especially since the situations it slows people down in are situations with GPUs far more powerful than a GTX 750Ti. But I wouldn't kid yourself into thinking you have a beastly rig with it either that you expect to run everything. The FX-8350 is slower than an i3-4330 (entry level dual core intel CPU) for gaming(This is a roundup of games released in 2014. This situation is MUCH worse for the FX-8350 in Dolphin since Dolphin Emulator is designed to specifically utilization instruction sets that are present in the Haswell generation of Intel processors currently in use today, that aren't available on the old FX-8350 processor):

The above graph looks better for the FX-8350 than it should. Certain games included in the test suite had a frame rate cap on them that didn't allow you to exceed 60 FPS. Looking at the last 5 game releases is far worse.

Well... it's good enough for some people I guess.
Not to make you feel bad or anything, just would want you to be real with your expectations running games, especially moving forward since it looks like you play modern games.
My question is what type of video are you watching in the background? (Twitch Stream? Youtube Playlist? etc.)
Do you have a program like MSI Afterburner that can track your CPU Utilization?
Edit: BTW, when you say you can play games at 60 fps, it means absolutely nothing if you don't have a resolution next to that. 1440x900 isn't a very "demanding" resolution.

But the computer cost allot of money and most of my friends i know are like "Its a pretty beastly computer except the CPU" Lol, so i knew the cpu factored in its...Shittiness xD but me being the derp I am. I am just like ITS GOOD ENOUGH TO PLAY BF3 ON EVERYTHING HIGH MY COMPUTER IS AWESOME. Blah blah blah. I didnt think the CPU would factor, highly in the performance of the game especially old ones like Wind Waker. So apologies again for my utter derpiness XD But yeah my computer is good enough for me, clearly not good enough for dolphin! Even been trying to play Majoras mask and everywhere except INSIDE the clock tower on clock town is a steady...10 fps for me. :l and i saw you talk about overclocking. I um, dont know how to overclock XD I dont want to risk it and this computer, i bought from someone pre-built. For like £400. And for me that is like an astronomical amount of money. I nearly had to give an XBox-One and £200 for it! XD So that also answers about the "Steep Sale" Price. :l

Overclocking is a feature of AMD that they love to tout. Check Overclock.net, or a Google search for more info.
