I've played a bunch of those titles in the OP with an HD7950 at 6x internal resolution.
OP has missed the good R9 290x deals but I think he could still get the MSI Lightning R9 290x for $300 which is a more "premium" version of the R9 290x.
Considering OP is only trying to do something like play games at 4k I don't see the benefit of the GTX 980. It's a lot of extra cash spent for no extra benefit. Both cards will max out dolphin games, you probably don't even need cards this powerful to do what you want in the first place.

No reason to pay more to do the same thing. If you had expressed interest in other games, I'd give you a recommendation that would most likely still be the R9 290x. It's the best bang for the buck. GTX 970 is about equal to the R9 290x in performance depending on the game (With GTX 970 looking good in some recent releases due to Gameworks which is an Nvidia sponsorship with the developers of the game). Considering GTX 970 is at least $330 and the R9 290 is $280 I don't see a $50 difference as worth it.
I got a refurbished 290x on newegg for $230 it demolishes everything dolphin can throw at it! Run everything at 6x ir which is 4k like your looking for. the rest of your setup is similar to mine as well.

I would recommend this 290x, probably the best overclocker of the bunch imo. Also it has a backplate which is worth the extra 20 usd if aesthetics and build quality matter.
I have a 290x (2 actually) with a g10 kraken do you want me to test some games with a decent overclock on dolphin at a set internal resolution so you can know how well they will play?

The R9 290x is mass overkill for 4K resolution (6x ir) like you, and IceStrike have already shown. As I've already stated, my HD 7950 even is more than enough for 6x IR for every game I've used.
I really don't see a reason for a card costing more than the R9 290x in this situation.
OP probably could use an R9 280x even and get 6x IR for every game.

You should probably look at more than one benchmark result, because the 980 indeed does destroy it in most games, by a much wider margin than 2 FPS.
I used to be an AMD fanboy like you, then I started looking at real world performance.
OP wanted a 980 and an i7, we saved them hundreds of dollars by telling them about cheaper CPUs that offer the same performance outside of professional uses. If they had the money to blow on that original setup, then a 980 won't break the bank and will be a better option if/when they decide to play PC games.

Dying Light has optimized drivers on Nvidia yet it doesn't on AMD. That should tell you how sad the GTX 980's performance is.

I did, reread my comment. I'm looking at side by side comparisons in over a dozen games, and most of them have a huge difference.
Do they have a huge difference at 1440p/4k?
