I suggest you wait a little longer and save up.. you can build a great pc for ~400 dollars or buy a piece of garbage for 200.

Are you currently using a laptop or a desktop?
Because if you're using a desktop, you can cannibalize it to build a new one.
If it's a laptop, and if it isn't a BGA CPU, you may be able to update it (maybe)
Do chores around the house, ask for allowance, help neighbors, mow lawns, babysit. There's several ways to get more money when you're too young to get a job.

Nowhere, because no PC is going to run Dolphin well for $200.

Alright , well I think I'm going to buy the desktop I posted earlier, and then just play ssb64 while I make extra money for parts.

I would rather buy the Core 2 duo laptop than wasting money on that piece of crap desktop if I were you
Why ? It's a 3.4GHz Pentium D ,not Core 2 duo
Speaking from my own experience , I must say it's slow , terribly slow . Pentium D is two Pentium 4 chips slapped together . It's even older than Core 2 duo and much weaker
Even if you added a powerful video card later , most games would still be unplayable . I used to have Pentium D @ 3.0GHz plus Nvidia 9800GT which is on par with AMD 5670 GDDR5
If you are free atm , you should look for any Core i3 or Core i5 laptop under 200$ price tag . In Japan , there is a bunch of Core i5 laptop (Ivy bridge @ 2.9GHz or even higher) for only 200$ or even less
