That's because PAL games are only 25 FPS. There's a way to force 30 FPS but I don't know off hand how. I don't own any games that are not NTSC because I don't live in a region that has PAL games.

If you live in a territory that sells both PAL and NTSC games then yes NTSC is the way to go. But if you live in a territory that only sells PAL games then your only chance is to import which can cost a lot.
