Speaking of that, is there a way to bind the the frame limit toggle to a button on the controller like PCSX2 does? I'd love to be able to press L3 to do that instead of having to hold Tab.

Use Joy2Key to map the Tab key to the L3 button.
Would I use the shareware JoyToKey (from joytokey.net) or the open source Joy2Key (hosted at sourceforge.net)? The shareware seems to be updated more often, as opposed to the open source one.
What about XPadder? Is that any good? Is there other alternatives? I'd love to explore all alternatives before deciding on one of these programs.
XPadder is an alternative that I have never tried, as I was always satisfied with JoyToKey back when I had a reason to use it. I have no idea what the state of the program is now; the only versions I have archived are from the 3.x series and claim to be freeware (not shareware, as the version on the .net site claims to be) created by Ryo Ohkubo. That seems to mesh with the fact that the .net site has a Japanese option, at any rate. Perhaps he decided to make it a commercial product at some point.

I finally got around to testing this with CleanRip. It works
~5.7MBs/sec without adding in the line and ~8.7MBs/sec after I added in the line.

Well if you turn this setting on, you're effectively bypassing all of the changes that were made to make the loading times more accurate, so I don't see how those changes are relevant to you wishing the setting wouldn't break Melee. XD

Are you sure? I haven't tried it recently, but last time I tried it with Melee, the music stopped a few seconds in, and as soon as I started a battle, the game just crashed. Was this fixed recently?
Did you try playing Melee again with this setting on? I'd love to know if it crashes for you still. I haven't ripped my Melee disc yet, I mostly play Brawl.
I'd like to add that I finally got around to ripping my copy of Melee and the 'Speed up Disc Transfer Rate' option being on still breaks the music in Melee.

It doesn't just break the music; if you start a battle, it crashes.
That hasn't happened to me actually. I go into 'VS. Mode' and fights work just fine.
I think this is better to disable it by default, so TAS loading times matches real loading times.
It _is_ disabled by default.
