problem resolved.

I noticed an interesting phenomenon. When I would first open dolphin and run ZTP i would get a full 30fps, then after a couple of minutes it would go down to 18 - 20 fps and keep dropping from there. then if I closed dolphin waited 5 minutes and started again it would do the same thing.

As it turns out the CPU was throttling. I confirmed this with CPUZ - It was way overheating. So after more testing the only conclusion that I could draw was that I had a defective heat-sink on the cpu. After replacing it everything is working exactly as it should.

In other words it was exactly what we all kept repeatedly telling you it was and you ended up doing the things we kept asking you to do anyways. Next time please save us all the time and just run the tests that we ask you to run. I'm glad that you solved it but this could have gone so much faster/smoother.
