Many games slighly increase framerate, somes cinematics running full speed(MKDD, Zelda WW, LM). Somes games decrease(Zelda TP)

Depends on the game. Test every games you can and tell me if you get somes improvements. You can also modifying the setting for testing. Overclock can slowdown or increase framerate, depends on the game. Underclock same thing.
