Now, if I can only find out why the heck I'm dropping 33% of my FPS in XF mode.
I switch on and off all the CCC options that were not "let the application decide", and turned off RadeonPro but to no avail.
Try disabling vsync, it killed my performance in exclusive and changed back to borderless since i didn't want to drop vsync.

Off, unless application specifies is the way I have my CCC setup, everything else is default... I would try resetting all to default with the default button cuz u really have no idea what is actually causing the slowdown. This is what I did when I had some strange speed problems with dolphin. Dolphin does its own Vsync when XF is on so I feel that should be the better one to use since dolphin knows how dolphin wants to do Vsyncing for the best results... in... dolphin...

It seems likely that this bug was caused by me forgetting to account for the Render-to-Main option. I take it everyone experiencing this bug had this option enabled?
Just to be clear: Exclusive fullscreen is not supported with Render-to-Main, if you have Render-to-Main enabled you will effectively always get Borderless Fullscreen in D3D. I'll add an OSD message to notify the user exactly when Dolphin enables exclusive mode.

To help, I was experiencing the issue without Render-to-Main, I have never had that checked.

My previous reply got messed up.
I meant to say that Link_to_the_past nailed it and it was vsync that was killing my performance in xcl FS, even thought my PC scores 7m40sec in the benchmark build. With it disabled, the performance is comparable with borderless windowed mode. However, with BW mode, vsync doesn't hurt my performance. For me it's gonna have to be BW because I don't want to give up vsync or take the performance hit.
I think an OSD message would be very helpful so thanks.

Do you have Aero enabled? Doesn't that force vsync on all windowed stuff?
