However, does exclusive fullscreen affect performance in any way for you? It still confuses me that it makes performance worse for me.
With exclusive fullscreen your GPU drivers will detect dolphin as a proper 3D application, meaning any global 3D settings applied through the driver will take effect. So you should check if you are overriding any Dolphin settings in the drivers.
If that isn't the problem please create an issue on the issue tracker with your system specifications and then we can research it further.

I switch on and off all the CCC options that were not "let the application decide", and turned off RadeonPro but to no avail.
