Maybe the DSP dump is broken.

Alright, I'll give this a shot. Quick question, however: Why am I supposed to put the two files in Dolphin/Sys/GC if the error message I'm getting says failed to load rom in Dolphin/User/GC?

Because it depends on which Dolphin version you got : in Dolphin 2.0 it was Sys/GC but in Dolphin 3.0 it was User/GC for example

Ah, that makes sense. I'm running one of the 3.0 versions, so I should be dumping it into user/GC?

I ee-dumped the files and still received the same error.
