no, it's not region-specific.
on my PAL Wii, the DSPSpy app works fine. Generally, homebrew apps aren't specifict at a region. Try redownloading DSPSpy.

How do you run this? It says to use bannerbomb and all that, but I have no idea what that means and Google is giving me nothing. Does anyone have step-by-step instructions or a video on how to do all of this? Help would be very greatly appreciated.
