The Tegra 4 does not have the hardware support to actually run Dolphin. The version of OpenGL ES is too low to be supported (needs 3, only has 2, I think)

The Snapdragon 800 will run Dolphin, but expecting high performance or great graphical fidelity will be too much to ask for that SoC.

The other major phone SoCs are vastly inferior to the Tegra K1.
You basically have Qualcomm Snapdragon SoCs and Samsung Exynos SoCs for high end mobile SoCs.
I have to recommend Snapdragon SoCs over Exynos purely from a performance standpoint. The Mali GPU in Exynos SoCs absolutely demolish performance with Dolphin. They are the slowest GPU to run Dolphin with, bar none.
Snapdragon will have visual issues, but at least the performance is higher. Still nowhere near as high as what you receive on the Nvidia K1 though.
So I'd recommend a Snapdragon 810 device once they come out.
