What do you mean? Do you want it to run a what ever framerate you tell it to?

yes. i want it force to refresh frame rate but i want it to be automatic.

Dolphin runs at whatever your monitor refresh rate is.
However, the games are built to only run at either 30 or 60 fps for NTSC games (25 and 50 for PAL) on the GC/Wii hardware. Changing the fps rate only messes with the speed of the game, trying to make it faster or slower.
Thus, it is not recommended, but you can change it by going to options and changing the framelimit.
