As of 4.0-7247
The static has gone a bit when selecting options in the menus. Can still hear the static in XAudio2 but its not as bad as before.
As for OpenAL static is still happening with the "nintendo" opening but it goes down a lot. Seeing some improvements!

I was only bringing it up because the section here that lists them all:

says the list is exhaustive:

It didn't include Pikmin PAL, which isn't in the list above, and I thought Zelda Collector's Edition could be moved to others like it.
Technically, the list is also missing Pac-Man Vs., which is mentioned earlier in this thread and which uses 0x2FCDF1EC, like Zelda:Four Swords and Zelda Collector's Edition. Pac-Man Vs. should probably be added to the Wiki page:

The Rogue Squadron games use the AX µcode, so they won't be affected at all.

In Zelda Twilight Princess w/ Zelda HLE (latest) and XAudio2 I'm hearing a static sound or rather popping/clicking when rolling. I have an Creative SB X-fi Titanium Fata1ity Pro sound card with the latest drivers.

The creative drivers seem to have issues there. Just saying, so there are no false positives

No, still Windows 7 Ultimate. I did try to upgrade but it failed, reverted back to Windows 7 due to some error with initializing the First_Boot phase. Apparently I can't clean install without upgrading first to take advantage of the free upgrade offer. I was hoping to upgrade without losing my files, saves. My HDD's are packed so full I have nowhere to backup all my games, Steam/Origin/Uplay games and other large'ish files.
