Whatever it is, testing out dev builds screwed it up, so I won't be switching builds again until a new stable build is released. I've got 4711 working well enough with OpenGL so I'll just stick with this for now unless anybody else has any other solutions for me to try.
Testing out dev builds did not screw it up; what happened here is that you're on optimus, and optimus doesn't work right.

This should help you fix any stupidity issues NVIDIA has with their optimus crap: https://forums.dolphin-emu.org/Thread-unofficial-laptop-performance-guide

I've done all that forever ago. It has nothing to do with Optimus, my Nvidia settings are all correct how they should be. DirectX worked perfectly fine up unti I tested out dev builds.

I've been using the stable build for several months now with absolutely no issues at all, whether I used DirectX or OpenGL. Then all of the sudden I test out dev builds and DirectX no longer works.
It's possible that you have some sort of broken shader cache trying to load. In the dolphin folder located in the Documents folder, try moving the Shader cache folder to your desktop so that dolphin needs to rebuild the cache.

I say that because it sounds similar to this: https://forums.dolphin-emu.org/Thread-opengl-crashing-issues?pid=349796#pid349796

I came across that the other day and gave it a shot with no luck. Figured I'd try again just now and still no luck.

After I tested out dev buils, this is now what my graphics tab looks like in all builds when I switch to D3D: http://tinypic.com/r/bhdtf6/8

Prior to doing testing, both of my video cards would be there.

After I updated my video card driver as suggested, it returned to normal(both cards showing) and DirectX worked. I then tested OpenGL to see if full screen worked(and it did and still does), but when I went and switched back to D3D, it looks like the screenshot above and no longer works.

Now for some more weirdness. If I do the following(without closing Dolphin or running any games in between) open Dolphin, open graphics tab, switch from OpenGL to D3D, then back to OpenGL, then back to D3D again, it looks like this: http://tinypic.com/r/281bi48/8

During that above process, the first switch to D3D shows the first screenshot, the 2nd switch shows the 2nd screenshot(along with every subsequent switch to and from, UNLESS I run a game or close Dolphin, then it "resets" and the first switch shows the GeForce, with every subsequent switch showing Intel).

I checked to make sure my other DirectX applications work to make sure it isn't system wide and they all work fine. Optimus does what it's supposed to, the Nvidia Control Panel is set up exactly as should be. Hardware is my thing and I know for a fact that my hardware settings are all properly configured. Software I'm not as keen on, but I know that sometimes software can break the strangest things for no apparent reason.

Should I try to fully uninstall Dolphin and start from scratch?

Also, I don't mean to come off as unappreciative if I do, I'm just frustrated because I can usually figure this stuff out myself -_-
