Ah, gotcha. I've only ever worked with mobile AMD cards so I didn't know it was changed.
When you edit the config file for high performance, editing the global file will set it to max performance all the time, but creating and editing a config file for Dolphin will make it run at the higher clocks just for Dolphin and idle all the rest.
Dolphin doesn't always send the command for high performance needs to the GPU, so it keeps the GPU at low speeds when a game may need them to be higher.

When you force the GPU to always run in high performance mode it will always use boost gpu/mem clocks and voltage. The core and memory clocks will stick to a constant (fixed) clock speed. The GPU will never switch (rapidly) between different power states, it will always use the highest one. Your framerates in Dolphin will skyrocket, all those macro- and micro-stuttering / tearing issues will be a thing of the past and everything (including your desktop) should feel much snappier.

Yes. It wil idle at 3D/boost clocks.

The benefits of using a power-efficient GPU such as the R9 270 non-X is that you can leave it running in high-performance mode al the time without worrying about high idle power consumption, heat and noise.

Maybe when I get a dedicated gaming rig I'll try leaving it in High Performance Mode. Since it shares that space with my 22TB of Movies/TV Shows, I don't risk it.
Next card will probably be the 380x/390 so we'll see then how high fast I can set Dolphin.
Is AA really worth it though at these high IR? I have left it off since the performance hit was quite high but I never seen to notice AA on high IRs.

As you have already noticed, 6xIR looks so good at 1080p that applying any additional AA is not going to improve the image quality.
6xIR is the equivalent of 3xIR + 4xSSAA , but with even better image quality (since Dolphin's implementation of SSAA still has some quality issues and it's not available with the Direct3D backend) and much better performance on AMD hardware than using standard MSAA.
Updated the AMD GPU Settings Guide with more tips, an OpenGL update package and instructions to update the OpenGL driver.

I don't use it. Games look sharp enough at high ir.
Thanks for the performance guide. Id asked about this awhile ago and got nothing and had been disappointed with my performance for awhile. Now I can go back and complete some more games. I guess Zelda series is next!
It'd be nice if we did a guide on optimal graphics settings ( point where raising ir essentially gives no in boost) perhaps if no one has written one by next year I'll try and do my own findings.
Gotta get some more time in with games first with the different graphical settings and get used to editing inis.
