Cpu is i7 3770k so I know thats good enough, only using a 280GTX simply as its the best card I can find which has tv out(I have a spare 780ti that I would use if I could)

Has 4 gig DDR3 ram, Win 7 64 bit HP and games running from a 1tb internal drive

I will just run games at native res with no enhancements but just want a stable framerate, mostly playing Gamecube rpgs I own and Mortal Kombat games and Mario games.

Just checking the gpu wont bottleneck it and will get good fps on most games.
GTX 280 doesn't have buffer storage, so it will be quite a bit slower than newer, but weaker, GPUs even at 480p. Your processor probably will make up for it, though.
GTX 260 can run games at 2560x2112 (4xIR) ...

yeah , should be able to run , unless you can afford some mola to upgrade
