is there a difference in dolphin between the i5: 4570 and 4590 processors running without overclocking?

I only ask cause on the benchmark there is i5-4570 listed but no i5-4590.

Not a significant difference. The i5-4590 has a 100MHz advantage in both its base clock speed and it's Turbo Boost. Aside from that, they're more or less equivalent.

The i5-4590 has a 100 Mhz boost over the 4570, so it will be ever so slightly better in Dolphin.
