do you really see the screenshots?
if CHEATS IS DISABLE vbeam don't work ¬¬
Set framelimit to auto and not to 60 and set your game properties to a filled square (the default), you pretty much disabled everything there for no reason.

in the old version the game keep in 30- fps...so fps limiter HAS NOTHING TO DO WITH IT!!
and....what is the diference between a square and nothing....?
If you specifically disable options in game's properties (empty boxes), you also tell dolphin to spefically override the general settings and disable the settings for the game in question. The default is "undetermined" (square boxes), which means that the general settings will be used.

You have specifically disabled dual core and idle skipping for the game, so try changing everything to "undetermined", your general settings are fine (when you use frame limit "auto" and no "limit by fps".

You got plenty of help already, if instead of listening to other peoples advice you just yell back, good luck with solving it on your own.
Could it have something to do with VSync? Turn it off in Dolphin then see how it runs.
Change all the properties to squares (undetermined), disable per pixel lighting (unless you really want that for some reason), disable OpenMP (It says it can be faster but it's sometimes actually slower), set framelimit to auto, update to a latest development build (you are over 3500 commits behind, the latest is 4.0-4167), and if all else fails try OpenGL.

Also, please try other people's advice before saying they are wrong or saying settings are not the problem.

EDIT: Also try disabling VSync like Shonumi said.
