Yes, there was a merge a while ago that fixed some of the issues with network files.

As for the CPU usage not going above 50%, that's because Dolphin is only a dual-core program, and will only use 100% of two cores, which is half of the quad core i7 that you have. As for the GPU, do you have a profile in the Nvidia Control Panel to prefer maximum performance when running Dolphin? GPUs don't always see Dolphin as an intensive program that needs full power, so it throttles down the speed sometimes.
A merge? Can you elaborate, I would like to take a look at the commit.

I understand how many cores my i5 is - dolphin is using about half of two of these cores. GPU maintained max clocks throughout.
Really thought there was a merge for something about network drives, but I couldn't find it. There have been some changes to how the Wii/GC drive speeds and whatnot are emulated, and those can be found in the December Progress reports.

There was a new pull request to address this issue submitted very recently: https://github.com/dolphin-emu/dolphin/pull/1969
AFAIK there has been no other work done to fix "issues with network files."
