Would the 2.7Ghz processor on the Note 4 be enough to run Dolphin at 15fps or higher?

All things considered, probably not. Shield tablet hits 15FPS only sometimes in demanding games, and frankly that's a hell of a lot more capable. Note 4 probably can't match that unless the driver stack was completely overhauled (which is doubtful).
I figured. I still haven't really been able to get any games past 5 fps on my shield tab either though. I should probably play around with the settings more I guess.

Really? I get around 45fps in Mario Kart Double Dash in time trial mode (10-20fps in actual races), 35-40fps in Timesplitters 2, 9fps in Wind Walker. Haven't tried all of my GC games yet, but most of the others I've tried like F-Zero GX, Pokemon XD and Metroid Prime don't even go in game as yet.
I was playing Gauntlet Dark Legacy. I don't if that one is more intensive than other games. And REsident Evil wasn't running all too well. But I have only tried Gauntlet on open gl. The other might work better now as well.
More importantly, will we be able to run Dolphin in Virtual Reality on the Note 4 with GearVR?
Fortunately on GearVR they have asynchronous timewarp, so it would be enough to get Dolphin running at 15Hz.
But I need to work out how to build Dolphin for Android.

Wouldn't the version with the quad core a57 and mali gpu be better?
The CPUs are better on the Exynos model, the Mali GPU's video drivers are more limiting in terms of speed.
So the Snapdragon version would probably hit higher speed purely due to the fact that their video drivers are faster(but buggier)
I now own the Qualcomm model of the Note 4.
Running on software renderer I haven't managed to get to a menu of a game, they always freeze at the title screen. Using the Opengl Es backend it sounds like it's running faster but the image is glitched beyond the point where you can make out anything
Yea. I haven't really been using my Note anymore for Dolphin, just my Shield now.
@ SonicAdvance, do you know of any programs that would be good for making Iso's from my old game disks? Or if Dolphin supports custom made Iso's? I still have a few of my old games and wanted to try and make my own Iso's.
