P4 2GHz - Probably too slow.
768MB RAM - This is the big problem. Of course Dolphin can't find 1GB of contiguous RAM... you don't even have 1GB total!
64mb... What? You didn't even say ATI/nVidia...
Overall, your system seems about 1/3 as powerful as you'll need to even get Dolphin to run properly, let alone at full speed.

you will need a video card as well (like Geforce or ATI) and a better processor and RAM.
