Dolphin 4.0 was specifically made to run slower on netbooks?? LOL!!!

I'm not the only one , I tried 3.0 by looking at some people talking that Dolphin 3.0 is a lot faster.
Whatever, just stop recommending old builds...
Actually he can't use the latest dolphin revisions since he lacks x64 windows.
Why are you using baytrail for serious emulation anyway? Baytrail can do pretty much everything up to the PS2 gen emulation. Wait until 2016 for Atom's that can do 6th gen emulation (If Intel doesn't just stop making Atom's because Cannonlake would be efficient enough to use in all devices.)
Actually Baytrail is really doing surprisingly well.
I am currently playing Resident Evil Code Veronica X , God of War 2 and Maximo Ghost to Glory on pcsx2 emulator..
The games are fully playable , little lag in some areas.
And Resident Evil Remake on Dolphin 3.0 , works great!

Noramally 1.86ghz Quad Core can do absolutely nothing near PS2 and Gamecube emulation.
Here's the problem with your setup and why Dolphin 4.0 runs worse.

Over the years, Dolphin has taken advantage of newer technologies and drivers in order to get better performance and higher accuracy. When you're on a shitty netbook with no graphics card, newer builds of Dolphin still maintains that accuracy, but doesn't have the good drivers or features that are needed to do it quickly.

Using an old, worse build of Dolphin that's less accurate won't require those newer features or stress your computer as much if it lacks those features, so in the end you'll see a "better" experience at the expense of compromising the game itself.

If that's what you want, and it works for you, I say go for it. The old builds are hosted around for those reasons.

BTW: This was a really generic explanation, I'm sure a tech guy could explain it better, but I just wanted you to understand why it ran worse in your situation.

You missed to explain one thing , why PCSX2's latest version runs so good on my netbook?
I've seen a lot of guys saying that PCSX2 is an extremely demanding emulator.
Why it runs good on a shitty netbook with no graphic cards?
I'm sure if you picked out certain games, Dolphin could run perfectly too. It comes down to that; on each emulator, different games have different requirements. I doubt you'd get full speed in a game like MGS3 on PCSX2, for instance.

You're probably using SSE2 as your GS plugin which is likable to DX9 for dolphin when it still existed, buggy but fast.

Resident Evil Remake on Dolphin (that's the only gamecube game I like)
God of war , Maximo Ghost to glory and Resident evil Code veronica on PCSX2.
Using DX3D 11 , native resolution. Not bad if you ask.
