Yeah.. No biggie.. They are dev builds after all.

BTW. I deleted my Dolphin config. Borderless Window works correctly now and does solve the frame issue and works like the 4.02 builds again on the latest master build. Still doesn't explain why exclusive fullscreen runs fine on one monitor and stuttery and slow on other monitors.

Oh well. I'm sure it will eventually work it's way out..

I'm guessing Exclusive Fullscreen is more dependent on the computer being intelligent because Dolphin is directly pushing frames. We're supposed to be getting around idiotic things in windows, but maybe not.
