And I'm here thinking that 4.0 and 4.0.1 was no longer being supported, only from 4.0.2 and beyond. Didn't know the changes were minimal between them.

Neither 4.0.1 nor 4.0.2 downloads are available for Mac and Linux (unless the user manually compiles them). That's why we still support 4.0
Anyway, we got completely off-topic. Let's focus on OP's issue...
We've had this discussion a while ago, and we decided that latest stable was the cut off for forum support. Anything older than the latest stable is an "old build" and not supported. Mac and Linux users have to compile 4.0.1 and 4.0.2 by themselves (git has tags to check them out from the source) but that has nothing to do with why 4.0.2 was chosen. It boiled down to the fact that there's really no valid reason not to be using 4.0.2 over 4.0 or 4.0.1, or seen another way, 4.0.2 just makes a better minimum base even if the changes were seen as "small". At any rate, it's both in the Global Forum Rules and a de facto rule that has been propagated for almost a year now, just shy of a few months. If people want I can edit the Global Forum Rules to be even clearer.

It's not your fault. The rules were never clear to begin with (even when Starscream initally implemented the "no old builds" rule), and it was a mix of written and unwritten rules. I'll change the Global Forum Rules to be more precise, so no worries.
Now about the OP's problem, to recap the suggested remedies
1) - Update to the latest development revision.
2) - Verify that the GPU is not throttling. Run GPU-Z and note the speed. If you see abnormally low speeds, go to the control panel for your GPU drivers, change the power settings to use the maximum available performance level.
3) - Overclock the CPU.
The only thing I can add (if none of the above works) is to post your Dolphin settings as screenshots, then run CPU-Z and GPU-Z and post screenshots of their output. We can try to figure things out from there.
