I tried to play several game in new PC
I cant get fps above 25 (FPS range 10-22)
PC SPec
-GTX 780
-i7 4770k 3.5 GHZ
-Ram 16 GB
Games i tried
-REmake
-Dolphin 4.0
-3.0-374
Fatal Frame 2 Remake
-4.0
-3.0-763
-3.0-791
Anyone can fix this?

I'm Using 4.0 not newest unstable built
1- Please don´t use unsupported builds. Use latest dev build instead:
https://dolphin-emu.org/download/ .
2- Overclock that thing, seriously. That´s the 3rd (or 4th?) strongest CPU that can run Dolphin full speed when overclocked.
3- Make sure that neither your CPU or GPU are overheating.
4- You may want to specify the OS where you used Dolphin.

Where did you get that from? 4.0.2 still is supported. We recommend latest dev builds because they got faster, but stop misleading people saying the latest stable (4.0.2) isn't supported

He did not specify 4.0.2, he just said 4.0...

2. will it solve the problem? i used my older PC (second gen i7 i think) without OC and still can run dolphin with 100% FPS

Overclocking is one of the most common solutions when talking about slowdowns on Dolphin. You could also try with lowest settings possible if not already done.
Probably your extremely powerful gpu falls into low power mode, read the faq about it and set it to performance in nvidia control panel.

This is probably not quite right, as the wiki very rarely recommends specific builds expect to say 'newer than revision [x]'. The latest dev build is the fastest and most accurate Dolphin's ever been, and may even have fixes for the bugs listed in the wiki, as no-one seems to have documented any testing with anything recent.

4.0.1 and 4.0.2 are
IDENTICAL to 4.0 except by one or two cherry-picked commits to fix two critical bugs (4.0.1 fixed crashes at boot in single core mode and 4.0.2 fixed directory issues in paths with unicode characters). So let me reword my last post dumb-proof:
4.0, 4.0.1 and 4.0.2 still are supported. However we currently recommend latest dev builds because they got faster.

Even though 4.0 and 4.0.1 are virtually identical, people with colourful names (such as Shonumi (I think)) have said it's 4.0.2 and up, as we were getting lots of threads about issues unique to .0 and .0.1 even a month or two after 4.0.2 was released.
