To have the "local" build setup from the deprecated scons build configure the build with the following command.
cmake -Dbindir=../Binary/Linux -Ddatadir=../Binary/Linux ..

and is it important to do it.


and is this installing 4.0.2 or the latest dev build?

it appears to be the latest dev build, i havent tested a game yet. does anyone have a performance guide, or will the one ( https://dolphin-emu.org/docs/guides/performance-guide/ ) be sufficient?
Just stick to the defaults. If you want to make things prettier, you can change some of the graphical settings (Internal Resolution, Anti-Aliasing, Enable/Disable Fog, Widescreen Hack). There aren't really any settings you can "fine tune" for more speed; the defaults have that covered.
