On the keyboard, mine goes straight to double tap speed also. It always had, I had forgotten about that part. I think its just a way that Dolphin sees the button press, since it's not analog, just on or off, that it can only be 100 or 0.
Using a controller, when going for the double tap, bring the stick all the way back to the center first. You can help this by increasing the dead zone a bit. Try setting it to 15
Also, try reinstalling your driver for the controller if you haven't done so already.

The thing is, i dont remember having this problem when i first install dolphin and brawl on it, it was working normally, the problem just appeared like maybe last week and i dont know what caused it
and yes i have already reinstalled my driver

In the Dolphin folder that has the Dolphin.exe, create a blank .txt file called "portable.txt"
This way, it will use that revision of Dolphin and keep everything local instead of using the global folder. Then set up the controller and load the game. If it works fine, then there's a corrupted file in the Global files that's messing you up. If it still doesn't work, then the problem is elsewhere.

yep it still doesnt work, that means the problem is not from dolphin
Do you have another computer to test the controller on? The problem may lie in the controller itself

okay so i have tried and tested it on my brother's computer using the keyboard and the same controller but still not working,
like what you said before, keyboard doesnt have sensitivity therefore dolphin always think it as a double dash
then it might be my controller's problem then,
just curious though um thinking of using the keyboard with xpadder and then use my gamepad to emulate my keyboard, is it possible to change the sensitivity
settings on the keyboard?
Thought so. Logitech is good, or you can get a wired ps3/360 controller
