Something forced in 4.0.2 but not in newer versions.

to summarise it up , to get the best performance at windwaker follow these steps
1-use dolphin 3.5 version (it gives the best performance in cost of some audio sync)
2-always use dx9 video backend (its the fastest of all backends)
3-have texture cache to fast , idle skipping , use dual core.. and other things like skip efb...
4-this is the max fps you could draw out from dolphin

1. No. Goddamn myths staying around long after me making a fuss about it and provoking in-depth testing from a good amount of the community. This is 100% false.
2. Again, false. Especially when using the fastest versions, which are the NEWEST versions.
3. That last thing will break wind waker, good thing it's overwritten by the gameini so that idiots don't disable it and complain about the game not working properly.
4. You got everything wrong, therefore, this statement is also wrong.
I agree with kkkk on this.
3.5 is totally outdated/slow/full of bugs/broken audio, and the newest builds are way faster anyways.
