It's normal, the background graphics for that game are pre-rendered static images.

really i dont no what u mean i saw many videos on youtube the graphic not like that on re2 this problem just resdint evil 2 or 3
Resident Evil 2 didn't get a graphics overhaul like the first Resident Evil game. You have to deal with it since everything is pre-rendered with static images.

He has texture filtering enabled and a few glitches that goes along with it. You can see lines that aren't supposed to be there if you look the video at full screen and high analysis. From 1:08 to 1:18 they are pretty obvious despite the video compression.
