if you really want i could pull out a macbook air that runs anywhere from 1.6 ghz to 2.5 ghz with a intel hd 5000 and still can run dolphin fine including super mario galaxy. The reason I'm dismissing what you're claiming is due to the fact that I've been using Dolphin for years and helping users with hardware issues for a while. I know when a CPU is going to be the bottleneck of a system. 2.3GHz as a maximum CPU frequency isn't much to go on when talking about Dolphin. I know because I've personally downclocked my i5-2500K to that clock speed, and some games just don't run well. The OP's CPU won't even consistently hit that top speed of 2.3GHz due to thermal limitations (it's not something that can just be overridden in software, the hardware is designed to automatically throttle down if the heat it generates exceed a certain limit).

The OP has a CPU bottleneck. He/she can verify this by setting the IR to 1x and disabling AA. Any slowdowns indicate that the CPU is failing to reach adequate speeds since the GPU is doing minimal work. Again, the 7670 is objectively faster (not just on paper, but on benchmarks...) than an Intel HD 4000, and the Intel HD 4000 can handle games at 2x IR without slowing, so it's highly unlikely the 7670m will struggle even at 1x IR unless there is something quite wrong with the setup (underclocked GPUs have been a problem for Dolphin in the past, chiefly for Nvidia users though).

Trust me, I've been here long enough to know when it's time to get new hardware.
i have Anti-aliasing off ans anisotropic filtering at 1x

internal resolution usually at 1x but lately been testing with auto multiple. my max screen resolution is 1366x768
the weird part is no matter if i choose 1x or 4x the lag doesn't change, not worse or better. you would think that 4x would be laggy as hell but its the same as 1x

The problem with that logic is then for all intense and purposes my macbook both of them should run dolphin like crap and they dont along with the intel core 2 quad extreme... Im not saying his hardware is perfect by all means but in all honestly he should be getting better then what hes getting granted were not at the pc so we dont know what could be causing the slow down especally if hes getting the same speeds at 1x and 4x im starting to think its trying to run the game of the igp instead of the amd chip... very common issue with switchable graphics computers... @op if you right click dolphin is there a gpu contexual menu that u can force dolphin to run on dedicated gpu? Just trying to elimiate all possablities before we just say your hardware is not good enough.. Updated drivers ?
positive

A 3.0GHz Sandy Bridge is no where near enough for most games to run full speed
Your laptop isn't a gaming laptop either , you will never get stable performance with Dolphin
Non-gaming laptop that has dedicated GPu usually run hot with Dolphin , 80% chance multi-media laptop like that will overheat when running Dolphin . Why ?
_Non-gaming laptop use OEM thermal paste . OEM TP sucks . The more you play game the shorter lifespan the thermal paste will be . If OEM TP is dead , your laptop will reach 90->100 degree Celsius or shut down automatically . If your laptop is smart enough to understand it's overheating , both your CPU and GPU will be underclocked automatically -> losing performance
_Non-gaming laptop has only 1 fansink to dissipate heat from both GPU and CPU ! Gaming laptop usually has 2 separated fansink for CPU and GPU

The best laptop for Dolphin is a customizable one (with custom cooling) . Sager is a decent gaming laptop brand , they offer high quality gaming laptop for the lowest price you can get :
http://www.xoticpc.com/sager-np8278-clevo-p170sma-p-6984.html
When you customize it , remember to check "IC Diamond Thermal Compound " and "COPPER COOLING UPGRADE"
I7 4710MQ is the latest Haswell refresh CPU for mobile market . It has maximum turbo clock as 3.5GHz (for 1 core active) , 3.4 GHz (for 2 active cores) , 3.3 GHz (for 4 active cores)
Base on Dolphin Benchmark , Haswell i3 4130 @ 3.4GHz is faster than overclocked Sandy Bridge i5 2500k @ 4.5GHz . Therefore , this new i7 will run most games full speed
@RaverX3X - I've tested Dolphin on similar hardware and I've gotten similar slowdowns, and so have other users. I'm pretty sure I'm not making this up when I say his CPU is just too slow for the emulator.

The OP has even verified that changing the Internal Resolution results in no speed increase or decrease, and that the selected GPU is in fact the 7670m. If fiddling with settings that depend on the GPU does not change the speed (especially at higher Internal Resolutions) in this case we can logically eliminate the GPU as the bottleneck. If the GPU were the bottleneck, we could expect the lag to worsen when increasing the Internal Resolution and decrease when switching to lower IRs. That's not happening here because another component (the CPU) is the limiting factor.

Well, I know you're not consistently getting full speed on the more demanding games on that hardware. Also, I was only throwing out the $1500-3000 laptop because it takes those laptops to be able to run dolphin with LLE on thread, efb to ram, on the demanding games and get consistent framerates. I was trying to show what it takes to get full speed on most games. Honestly, he'll just be better off getting a new laptop or building a desktop for dolphin.
You can build a solid desktop for like $400-500

Np it just seemed odd he was getting such odd playablity on a i5 laptop... Thats ok tho it just seemed a little off ya after him checking internal rez and confirming that he was using the Dgpu.... It is hardware.... I was only admit about checking do to owning a i5 laptop (one of my macbooks) and it getting alot better performance.

Oh theres times where the emulation dips for the most part it is constant..... Mostly with the macbook i5 the i7 macbook only dips very rarely and theIntelĀ® Coreā„¢2 Extreme Processor QX9775 (case you wanted to look it up.) only if im pushing 3840x1080.
I'm talking like skyward sword, SMG 1&2, The Last Story, Metroid, etc. I don't doubt it a bit you get great performance on most games.
