If Dolphin defaults the graphics adpter in the dropdown to Intel, leave it at that. If it defaults to Nvidia, then leave it at that.

You may want to install the DirectX web installer again

for laptops? does that mean i should disregard??
alright, update is non of the previous suggestions have worked! appreciate the thoughts and efforts so far. I'm currently installing a SP1 for windows 7 and hoping that improves some stuff. Anyone with any more insight to share im all ears!

also gonna reinstall my windows 64-bit can't hurt at this point.
Wow, I haven't seen that issue for a while.
You need the service pack 1 for Windows 7, as it has a bug in the VS2013 or something like that that messes up Dolphin Tongue
All you have to do is change the "Power management mode" from "Adaptive" to "Prefer Maximum Performance" via Nvidia Control Panel if you haven't done it already
Wind Waker uses LLE by default . You should use HLE instead of LLE . The only way to change that afaik , you must change value via game config then save the change you just make (Right-click the game -> Properties -> Game config)
I thought in the latest dev builds with the audio rewrite that HLE is default for all games now
