When I play games, the fps frequently stutters and drops frames, even when the fps counter reads a constant 60fps. I have determined it is not an issue with my specs or setup--lowering the resolution and disabling other slowdowns does not change the fps in the slightest; it still reads a constant 60 on the counter and still stutters on my display. Why is this happening/how can I fix it?
Which games have you been trying to play? What i7 processor have you got exactly?

Sorry for not being specific, it's actually an i7-4700MQ Quad-core. It happens with most games (except those that are capped at 30fps), but if you want some recent examples, it's been happening in Super Smash Bros. Project M (Custom ISO), Super Smash Bros. Melee, Mario Kart Wii, and Super Mario Galaxy. I know some of those are resource-intensive games, but like I said, I'm fairly certain my specs run them fine, especially since the problem happens even at 1x internal resolution with no AA or Anisotropic Filtering.
Do you have V-Sync enabled? If so, try again with it off. And out of those, only SMG and MKWii are intensive.

I'm also getting this exact problem with Project M. It happens with and without Netplay. On Netplay, my firend's frame rate is unaffected.
I've tried all the settings. It also makes no difference whether I have the native resolution or the AA high or low.
My specs should also run the game without a hitch, but I'm not sure what to do.
It can be described as the frame rate appearing to be about 20-30 even though the window says 60 fps constantly.
It happens most of a Project M match, but not always the whole match. I really wish there was someone smarter than me to help nail what's going on

Need more info please. Stock 3770k?. Uncore frequency? Ram frequency? Nice specs though
In your settings are you using D3D and ticked Fullscreen?
And why aren't you using the latest Stable release?

3770K is stock as far as I know, not sure how to tell. 3.4 GHz.
Not sure what uncore freq. is. Bus speed is 100 Mhz.
I'm using CPU Z to check these things.
Says my DRAM fequency is 798.1 MHz. Not sure if that's useful.
I've used both Open GL and D3D. I just tried fullscreen. Frame problem still happened after a few matches.
And I'm using dolphin 4.0-648 because the PM setup guide says to use either 4.0-648 or 4.0-652 because they are designed to be able to use dual core on Netplay without desyncs.
Not sure how true or impactful this is.
I should have mentioned this, but I'm using OpenGL backend, considering I have an nVidia card. But I'm willing to try D3D, I just thought OpenGL gave the best performance on nVidia cards. Also, I always have Vsync disabled on Dolphin since I never experience any tearing.

Some people have been saying to turn on v-sync. I did for a while and noticed no difference.
