[CPU]
Dual Core = On
Cpu Core = JIT ARM Recompiler
Fastmem = On (turn off if the gane crashes a lot)

Now go over to the "Video" tab, under "Video Backend" choose "OpenGL ES". If "Enhancements", "Hacks" and "show FPS" is still greyed out, just close the emulator and open it again.

[Video > Enhancements]
I touch nothing, everything is standard settings

[Video > Hacks]
Skip EFB Access from CPU = Off
Ignore Format Changes = Off
EFB Copy Method = Texture
Texture Cashe Accuracy = Low
External Frame Buffer = Disabled
Disable Destination Alpha = Off
Fast Depth Calculation = Off

I turn on "Show FPS", but wont make the game run Slower/Faster

I think you should try turning on skip efb access and ignore format changes... seems to give a boost in performance for me.

using all those Mario kart settings as posted above and the same dolphin version, but still only getting 20fps. really annoyed. have my cpu set at max as well.

Enable skip EFB from CPU, ignore format changes, and fast depth calculation.
