I would say yes, you can video edit. However, it may be slow

Oh okay lol yeah I'm new to this hole pc thing I know a little but not really thank you for the info. So would that diminish my video quality? Or would it just take longer to edit ?

Video quality will be fine, it will just take longer to process the video at the end of the editing.
