It being an octacore means nothing, dolphin caps at 2 cores. And the T628 isn't nearly up to the K1

I did ask on Nvidia Forum and they said that this build:

You must have used the original Nvidia Shield. This topic is about the new Nvidia Shield that will be releasing soon, it's actually a tablet, rather than a portable game console looking android device.
The reason why the performance is so bad on the original Shield is because it doesn't even support OpenGL ES3.
