Not entirely. Most high performance ARM/Android boards don't make it to phones due to battery life and thermal issues. For example, the Tegra chipsets are never used on phones, and the K1 probably won't be either. Since the K1 dev board that sonic used has a fan and heatsink, I'm worried thermals are going to be a problem in the K1 on tablets.
Does your device support GLSL 3? 1 fps sounds like the software renderer.
I'm not sure, how can I check?

Under CPU I have a CPU Core of JIT ARM Recompiler
The Video Backend is Software Renderer
I don't see a "Device Info"...

Which begs the question: if you guys know it'll be slow on Android, why are you still working on it? No, just kidding. As someone who has coded a few features for the Android port, it's something productive to do when I have nothing else to do. As a gamer/emulation nerd, I think it's cool to have my favorite GameCube games with me at all times, even with poor performance. Well if you have software renderer, you won't get close to full speed in anything... Let me give an example. Mario Sunshine's opening plays at fullspeed with OpenGL ES 3. With software renderer, well... about 1-2FPS.
Edit: Wait... The OP says "Galaxy Tab 4"? That runs KitKat, it should support OpenGL ES 3. You need to set it in Dolphin's preferences!

Most devices with Android 4.3 or higher should have OpenGL ES 3 support, and I don't see why yours wouldn't. I know the Galaxy Tab 3 supports OpenGL ES 3, I don't own one myself, however I have seen some YouTube videos. Could you go to the about section in dolphin and screenshot every tab? It might help.
Ah, crap. It says, clear as day, that it does NOT support OPENGL 3. However, it does support NEON, whatever that is.
In my quick research I did read that Android 4.3 and newer may not support OPENGL 3.
Looks like I'm on OPENGL 2.

Just dks the research. Runs a Vivante GPU. Definitely no ES3.0
