A few days ago I woke up and went to boot up Dolphin and play some Super Smash Bros. Project M. However, the game was not running at full frames. Infact, every Dolphin games was running at approx 70% speed compared to what it used to. Other programs, like Steam, were unaffected. I had played Project M the day before, and no one had even used the computer since I got on. (I do believe Windows installed an update when I shut down for the night. However I tried unintalling this update to see if that was the issue, but it was not.) I've tried checking the temperature of my cores/graphics card, my clock speed, my other processes (I had no other programs running), restarting, defragging... everything that I could think of to make this game run full speed again. I want to reiterate that my game was indeed running full frames before. What do I need to do to play games on Dolphin again? I have my specs on my profile.
Make sure your CPU is not overheating/throttling.

I checked this. They didn't overheat one bit.
Try downloading the latest development version, or simply re-download the build you are using

I tried a fresh install of dolphin, multiple versions. Did not solve anything.
What are your Dolphin settings (post´em preferably as screenshots).

What specifically do you want to see? I have everything set to the lowest I could possibly do, graphically. I didn't change the settings from when it worked to when it didn't, which is one of the most confusing parts about this.

Can you tell us exactly what temps you're hitting?
My ATI Radeon HD 4350 is reaching ~80 C. My Intel Core 2 Quad Q8300 is averaging 71 C with no notable spikes in either department. I talked to someone else about these temps he told me they weren't hot enough to throttle. I'm not sure how valid that info is.
It is related to sound, since the DTK rewrite it is throttling some sound along with clipping of high pitched samples.
