Honestly, Hyperthreading shouldn't slow down anything. If so, ALL PC games should show a performance difference, but there's none with Hyperthreading off/on, especially for those with heavily single threaded orientations.

You could try setting the thread affinity for Dolphin in the Task Manager to Core 1, Core 3, Core 5 and Core 7
Other people have reported a 30% boost by disabling hyperthreading. I didn't say it made sense, though.

Go into the task-manager, right click on the dolphin.exe process, set affinity

all cores are checked, should I uncheck all but 1,3,5,7?

helped, still around 35 fps at the start of races though, around 45 when in first
