Will I be able to run Twilight Princess with these Specs?
3.4GHz fourth-generation Intel Core i3-4130
Intel HD Graphics 4400
8 GB RAM

If not, any recommendations for upgrades?
Run it yes. Full speed no. However you can try the new ZTP Hack on latest revisions, other than that there's not much you can do here.

You'd need a highly overclocked i5 4690k or i7 4790k.

You'd need a highly overclocked i5 4690k or i7 4790k.

Just to make clear, your current specs will run Twilight Princess full speed except in Hyrule Field. In the beginning of the game Hyrule Field will be full speed too but it'll get progressively slower, according to your progress in the game's story...

So I dont need to upgrade right now? Cool that saves me some cash.
A cheaper option (and a best for Dolphin even now) is the i5 3570k, I use it with the latest revision with turbo boost to 3.8GHz and it can run even super mario galaxy 2 just fine

The 4690k is a much better choice for Dolphin. According to the benchmark haswell runs 30% faster in Dolphin compared to ivy bridge. SMG2 isn't that demanding.
