I get:
17-20 fps in Fountain of Dreams (4 ice climbers)
41-44 fps in Mute City (Link vs Mario)
My E2180 is oc'd to 2.3 ghz on Xp64
Same settings, something must be wrong on your side, try disabling Aero and any other special effects.
Do you have 2 screens?

Rev 3548 gives 1-2 fps more (the one i made the tests) than 3972.
And no, you can't legally download a game.
Wait, is your 9500 gt DDR2 or GDDR3?

The emulator is framebuffer-intensive, cards with DDR2 memory might perform a little worse than their DDR3 equals.
But i doubt it's responsible of such a slowdown, you're getting at least 15% less frames you should, unless i'm miscalculating your Phenom's processing power per core.
Anyways, older revs were good enough for SSBM, can't give a number but you should try around 2000-3000, or play on the newest revs with the frameskipper enabled. That one is guaranteed to give you fullspeed in almost all stages, skipping frames of course.
