Device drop down menu
I see X/input controller (doesn't do anything, no response)
D/input mouse keyboard (dont want my keyboard controlling a zelda game, thats just silly)
and SDL mad catz gamepad (the one that works on 4.0.2 but not here)

It should work with Xinput. Does the controller have a dinput/xinput switch on it? I know some of those 3rd party ones do. Just keep trying stuff.
Also, it should be noted that SDL input is no longer available on windows in the development versions. It just caused problems like this.

You need to configure your controls after choosing the device. It sounds like you didn't.
