what build are you using, if you are using app from playstore than that will happen try one of the latest dev versions from

It was 4.0-1796 i tested with
I had the same problem and it seems to be related to the Qualcomm drivers because when I upgraded to 4.4.2 everything loaded just fine.

I think there may be something broken in newer builds, I just decided to upgrade and all I got was a blackscreen, I suggest you try and older build the last working build for me was dolphin master 4.0-1788

The only way i could get wind waker to work with that release, was with:
dual core
jit arm recomplier
software video.
And even with that i can only get it to show the nintendo and dht logos at 1 frame every 1.2 sec before it goes black screen again
Got it to work after the ota update to get open gl 3.0
But there's some heavy glitches in wind waker and SMB

Same happends in SMB
There isn't any way around that issue in Qualcomm's drivers yet.
It's a bug on Qualcomm's end that can't be worked around.
